WEBP to BASE64 converter

WebP is an image format developed by Google that uses either the VP8 key frame encoding to compress image data in a lossy way, or the WebP lossless encoding (and possibly other encodings in the future)

Base64 is a method for encoding binary data into a text-based format that is easily exchangeable over text protocols like email or HTTP.
